He was the first president of the Italian Regulatory Authority for Electricity and Gas authority (1996-2003), vice-president of the Council of European Energy Regulators (2001-2003) and the first director of the Florence School of Regulation at the Robert Schuman Centre, European University Institute in Florence (2004-2008). He is a retired professor at the Università Cattolica in Milan. He has been a consultant for the Italian Government, he has published articles and edited volumes on the Italian economy, monetary policy, the non-profit sector, industrial policy and public utility tariffs.
