Her areas of interest include structural and regulatory change; market failure and regulatory responsiveness; regulatory theory, institutions, and ethics; commission organization and demographics; and pricing policies and incentives.  She previously held positions at The Ohio State and Indiana Universities and the Illinois Commerce Commission. She teaches graduate courses in public policy, privatization, and regulation.
